PROCEDURES FOR GETTING THE RESEARCH AND COLLECTING PERMIT FOR THE DOMINICAN REPUBLIC.

In August of 2000 a National Law for the Environmental and Natural Resources was passed to protect and conserve the Dominican Biodiversity and its environment.  This Law in its section No. 138 (article No. 138), prohibits any collecting of animals and plants in the Dominican territory without having a permit or authorization from the Ministry of Environment and Natural Resources of Dominican Republic (Ministerio de Medio Ambiente y Recursos Naturales). Such authorization for conduct research and collecting of any specimens within national territory is given by the Vice ministry of Protected Areas and Biodiversity, which have elaborated a legal document: Regulation of Research in Protected Areas & Biodiversity (Reglamento de Investigación en Áreas Protegidas y Biodiversidad). . This document has the rules for conducting research and collecting specimens in the Dominican Republic as well the procedures to request the collecting and export permits. In the Article 30 of the Regulation of Research in Protected Areas and Biodiversity said: “All international research conducted in Dominican territory must include a national institution or recognized Dominican scientists as counterparts, and the cost of their participation must be reflected in the project budget”.  Therefore, I will be the national counterpart scientists in any research project. STEPS TO REQUEST RESEARCH AUTHORIZATION AND COLLECTING PERMIT FOR THE DOMINICAN REPUBLIC

Any person or institution interesting in conducting research and collecting in the Dominican Republic must do the following procedures:

 

1. Write a letter (example) to the Viceministro de Áreas Protegidas y Biodiversidad  (Vice ministry of Protected Areas and Biodiversity) requesting the permit and authorization to make research and conduct collecting in Dominican Republic (Click here to see an example).

NOTE: In this letter you must state the purpose of your research and why you need to collect specimens or conduct research in the country. Such letter requesting the permit and authorization have to be sent to the Viceministerio de Áreas Protegidas y Biodiversidad along with the attach application form 45 days in advance prior the begging of your field work.

2. Fill out the application form for requesting the permit name as anexo I (attachment I) to the document of Regulation of Research in Protected Areas & Biodiversity and Procedures to get the Authorization and Collecting permit (Click here to see an example).

3. You have to submit a research and collecting proposal following the outline of the document of Regulation of Research in Protected Areas & Biodiversity and Procedures to get the Authorization and Collecting permit, Anexo II (attachment II of the document (Click here to see an example). You can give a copy of the original proposal of your research submitted to your sponsor organization or funding your agency.

4. Deliver a letter of support from your institution or advisor endorsing your research (Click here to see an example).

5. Sign up the declaration of commitment, Anexo III (attachment III) in the document of Regulation of Research in Protected Areas & Biodiversity and Procedures to get the Authorization and Collecting permit. (Click here to see an example)

  IMPORTANT NOTICES

NOTE: In case that you are not able to fill out the form in Spanish, I can translate for you and re-write in Spanish as part of my consultant service.

  •  Read and review your collecting permit authorization before going to the field. Make sure that your name, localities, and the name of the group of animal that you are going to collect are written correctly in the permit. Do exactly what is written in the permit.

NOTE: Once you get your permit you have to get several copies, therefore, you can hand a copy over either to Park Administrator or Park Ranger on duty in the park ranger station of the national park that you would collect, and show the original permit authorization. Keep the original authorization handy all the time, in case that any local authority as for it.

  •  DO NOT take a chance of collecting animals or plant without authorization or permit, avoid penalty (Read the penalties for violators of the rules in the document of Regulation of Research in Protected Areas & Biodiversity and Procedures to get the Authorization and Collecting permit). The Ministry of Environment and Natural Resources of Dominican Republic has National Police of Environmental Protection (Servicio Nacional de Proteccion Ambiental – SENPA) nation wide.
  •  DO NOT collect unauthorized group of animal neither unauthorized localities.
  •  It is very IMPORTANT to send to the Subsecretaria de Estado de Áreas Protegidas y Biodiversidad a progress report about your field work and research in the Dominican Republic and preliminary checklist of the collected species by locality as soon as you finish processing your specimens.
  •  The final publication of the research as well as any other publication and report  MUST  be send to the Subsecretaria de Áreas Protegidas y Biodiversidad -Secretaría de Estado de Medio Ambiente y Recursos Naturales and National Museum of Natural History.
  •  A series of duplicate specimens already identified MUST be deposited in the National collection of the National Museum of Natural History. A checklist  of the retain collected specimens and depository institution must be give to the Subsecretaria de Áreas Protegidas y Biodiversidad-Secretaría de Estado de Medio Ambiente y Recursos Naturales and National Museum of Natural History.
  •  The Ministry of Environment and Natural Resources of Dominican Republic would reserve the right for granting any collecting permit for amateur collectors or non professional collector.
  •  The research authorization and the collecting permit are free and you do not have to pay the entrance fee to any national park for collecting, if the national park is listed in the permit. 

 Export Permit Procedures

Another permit that you must get after finish the field work of collecting specimens; it is the Export Permit to be able to take your specimens, already collected, out of the country. This permit is to comply with the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES Convention), which the Dominican Republic has signed it. The permit would guarantee that the specimens collected and taking out of the country would not be used for commercial purpose (for commercializing them) neither endanger species. Therefore, it would basically say that those collected specimens would be used for scientific purpose (research or academy study).

 

The steps and requirements for this permit are much simple than the collecting permit. The main requirement for this permit is to address a letter to the National Biodiversity Director (Click here to see an example) and fill out the export permit form (Click here to download the export permit form). In such letter you must give a detail of the collected species, amount of specimens by species as well as the localities of collecting. Meanwhile, you have to attach a copy of your research authorization and collecting permit to the letter of the export permit request. In order to comply with this procedure request a two weekly days is needed. The export permit is free when the specimens were collected for scientific research or part if academy studies.
